The range of the Cobalt-winged Parakeet is in the extreme western Amazon Basin in Brazil's states's of Amazonas, Acre, and Rondônia, part of the North Region; also from north to south, southernmost Venezuela, eastern Colombia-Ecuador-Peru, and northern and central Bolivia, and in Bolivia within the tributary rivers to the Madeira River flowing northeast to the Amazon River. One small disjunct, localized population occurs in Bolivia's northeast border region near the Guapore River headwaters.

It is found over a large area incorporating Southern Venezuela, Western Brazil, South East Columbia, Eastern Ecuador, Eastern Peru and North Bolivia.
